Glenn Steiger, General Manager

Glenn Steiger - General Manager

Glenn Steiger joined Glendale Water & Power in February 2008 as the organization’s General Manager where he has transitioned the utility through the integration of “smart grid” technology, water and energy efficiency and a significant increase in the provision of renewable energy.

Prior to GWP, Steiger led the Massachusetts Municipal Wholesale Electric Company (MMWEC), a public power joint action agency as General Manager and CEO. Before joining MMWEC, Mr. Steiger was manager of the Energy Department for the Imperial Irrigation District, where he created the “Green Path” transmission project. In addition, he has served as Vice President of Corporate and Competitive Affairs at Jersey Central Power & Light and as Director of Engineering and Operations with Sussex Rural Electric Cooperative. He also spent several years providing energy, engineering, and strategic regulatory consulting services in the Southwest.

Mr. Steiger earned a bachelor’s degree in civil engineering and a master’s degree in engineering management from the New Jersey Institute of Technology. Additionally, he has completed an advanced executive management program at Duke University’s Fuqua School of Business and is a licensed professional engineer. He has a distinguished history of civic and professional Board involvement including the United Way, Salvation Army, YMCA, Leadership New Jersey, Chambers of Commerce (NJ, AZ, MA, CA), Massachusetts Economic Development Assn. and was appointed by New Jersey Governor Christie Whitman to the NJ Economic Development Commission. He currently serves on the Board of Public Power Inc. (APPA subsidiary), as VP of the Southern California Public Power Authority, is a member of Western Electric Coordinating Council and serves as chair of the California League of Cities “Water Committee”.

Ramon Abueg, Assistant General Manager, Electrical Services

Ramon Abueg - Assistant General Manager, Electrical Services

Mr. Abueg has been with the Department since 2003. Mr. Abueg is responsible for the day-to-day management and operations of the electric distribution system and fiber optics backbone system. He is also the Compliance Officer responsible for ensuring that the departments meet the reliability standards by NERC and WECC to prevent outages in the bulk electric system. He is a Registered Professional Electrical Engineer in the State of California and holds a bachelor of science degree in electrical and electronics engineering and a master of business administration. Prior to joining the Department, Mr. Abueg served as the Assistant Director of Engineering & Operations of the City of Vernon Utilities Department for seven years.

Ned Bassin, Assistant General Manager, Customer Services

Mr. Bassin joined Glendale Water & Power in 2003 and has served in his current capacity since September 2008. His responsibilities include management of Customer Service and internal support organizations including Public Benefits Programs, Marketing, Information Technology, Environmental Services, Facilities Development, and Safety. He is responsible for the Smart Meter/Smart Grid deployment at Glendale Water & Power. Previously he was the Power Management Administrator responsible for generating system operations and resource planning.

Mr. Bassin is a Registered Professional Mechanical Engineer in the State of California. He holds a bachelor of science degree in engineering from the University of California, Los Angeles, and a master of science degree in mechanical engineering from the University of Southern California. Mr. Bassin has over 35 years of experience in the electric utility business.

William Fox  - Assistant General Manager,  Utility Financial Planning & Risk Management

William Fox - Assistant General Manager, Utility Financial Planning & Risk Management

Mr. Fox joined the Department in August 2009. Mr. Fox manages the financial planning, budgeting, accounting, and energy risk management functions for the Department. Mr. Fox is a Certified Public Accountant, Certified Internal Auditor, and Certified Fraud Examiner. He has a bachelor of science degree in accounting from California State University, Pomona and a master of business administration degree from California State University, Pomona. Prior to joining the Department, Mr. Fox worked as the City Auditor for 10 years for the City of Glendale and in various management level accounting and auditing positions at Southern California Edison for 20 years.

Peter Kavounas, Assistant General Manager, Water Services

Peter Kavounas - Assistant General Manager, Water Services

Mr. Kavounas oversees the planning, engineering, operation and maintenance of the water utility. Mr. Kavounas has over 23 years experience and is a licensed Professional Engineer in the State of California; Mr. Kavounas has a bachelor of science degree in civil engineering from the University of Minnesota, a master of engineering-structural from UC Berkeley, and a master of science-water resources from USC. Mr. Kavounas is also a UCLA Civic Enterprise Leadership Program Graduate, and holds a special District Governance Certificate. He is also a graduate of Leadership Southern California Class XII.

Mr. Kavounas is married with two children and enjoys nature, and reading.

Steve Lins, Assistant General Manager - Supply

Steve Lins - Assistant General Manager, Supply

Mr. Lins is responsible for all electric generation and transmission supply to Glendale Water & Power. Mr. Lins manages all internal and external generation facilities, including a 250MW plant in the City of Glendale, and renewable energy generation located throughout the western United States. He also supervises the energy trading group and coordinates all electric, gas and water regulatory and legislative issues at FERC, the CPUC, Congress and the California Legislature. Mr. Lins also manages general legal transactional and litigation issues associated with operating a California municipal utility. Mr. Lins holds a masters of arts degree in organizational leadership from Woodbury University and a J.D. from Loyola Law School. Mr. Lins received a bachelor of arts degree in management science from the University of California, San Diego. Mr. Lins is also a member of the California Bar Association.
