Small Business Electric Rates
Glendale Water & Power offers four (4) rate schedules for our SMALL
Business Electric Customers under the L-2 rate class:
- L-2-A Standard Service Rate
- L-2-B Time-of-Use Service Rate
- L-2-C Customer-Owned-Generation Standard
- L-2-D Customer-Owned-Generation-Time-of-Use
- These rates apply to businesses and other enterprises using less
than 5,000 kWh per month without an electric demand meter.
- Customers whose energy use exceeds 5,000 kWh per month for 3 months
during one year will be billed under Small/Medium Business Demand
Electric Rates (Schedule LD-2).
- Some single family residences such as large homes, and multi-family
mastered-metered apartment buildings, and condominium complexes are
billed under this rate if the monthly usage exceeds 5,000 kWh more than
3 times per year.
L-2-A Standard Service Rate
- This is the rate Glendale Water & Power uses for standard small
business electric services. This is the rate your business account will
be billed under unless you choose the time-of-use rate.
- Usage should not exceed 5,000 kWh per month more than 3 times per
year.
- Accounts on the L-2 rate exceeding 5,000 kWh more than 3 times per
year will be subjected to a rate change as appropriate.
- Time-of-Use option is available, but demand should not exceed 20 kW
per billing cycle. Most accounts on this rate are billed bimonthly.

L-2-B Time-of-Use Service Rate
- The time-of-use (TOU) rate gives you the advantage of lower electric
rates during the night and early morning hours, weekends, and the winter
months.
- The high-season rate is used for meters read monthly during the
months of July through October. The low season rate is used for meters
read monthly during the months of November through June.
- This rate option will require a meter change. There will be no GWP
charge for the installation of the new meter. However, if the electric
panel for your service does not accommodate a socket meter, you will
need to hire an electrician to upgrade the panel. Our Electric Meter
Shop personnel will be able to evaluate this for you.
- Master-metered multiple-family apartments may choose this
time-of-use rate if their usage is under the 5,000 kWh per month
requirement. How do you know if you should consider TOU rates? If you
can arrange your electric usage patterns in such a way that a majority
of your electric usage occurs during the lower rate, or if your present
usage pattern is structured in that manner, then this rate may be the
appropriate choice.

How do you know if you should consider TOU rates?
If you can arrange your electric usage patterns in such a way that a
majority of your electric usage occurs during the lower rate, or if your
present usage pattern is structured in that manner, then this rate may
be the appropriate choice.
Customer Owned Generation
Rates L-2-C (Customer-Owned-Generation-Standard) and L-2-C
(Customer-Owned Generation-Time-of-Use) are available to customers who
own and operate photovoltaic or wind powered electric generation systems
and who are otherwise eligible and remain eligible for rate L-2-A or
L-2-B. These customers must sign an interconnection agreement with
Glendale Water & Power (GWP) and pay for all required metering
interconnection equipment which is in addition to that required for
standard service. Participation in this rate is on a first-come-first
served basis until the time that the total rated generating capacity
used by eligible customer generators in all customer classes exceeds 2.5
percent of GWP's aggregate customer peak demand.

Excess Energy Credit
For all Customer-Owned-Generation rates, GWP will determine for each
billing period the energy generated and the energy used. In any billing
period where the energy used exceeds the energy generated on the
Customer-Generator's premise, the Customer-Generator will be billed for
the net energy used. In the event energy generated by the facility
exceeds the energy used on the Customer-Generator's premise during any
billing period, the amount of the net excess energy will be credited
against the Customer-Generator's energy usage in the next billing
period. At the end of each 12-month period, where the electricity
generated by the eligible customer-generator during the 12-month period
exceeds the electricity supplied by the electric service provider during
that same period, the eligible customer-generator is a net electricity
producer and the electric service provider shall retain any excess
kilowatt hours generated during the prior 12month period. The eligible
customer-generator shall not be owed any compensation for those excess
kilowatt hours unless the electric service provider enters into a
purchase agreement with the eligible customer-generator for those excess
kilowatt hours. GWP reserves the right to pay the Customer-Generator for
such excess kilowatt hours at the current fuel adjustment charge rate.
