What is Cool Care?

Cool Care is a refrigerator replacement and recycling program for low-income GWP customers. It helps reduce low-income electric bills by replacing old energy inefficient refrigerators with brand new money saving Energy Star® models.

According to the U. S. Department of Energy, there are big energy savings still remaining from refrigerators:

  • 7 out of 10 refrigerators sold are not ENERGY STAR qualified.
  • 44% of displaced or discarded refrigerators stay on the grid.
  • 23 million inefficient refrigerators manufactured before 1993 are still in use.
  • 26% of all U.S households have a second refrigerator and more are added every year.

Here's How It Works

  1. Call GWP at (818) 548-3300 to answer some qualifying questions then complete a
    Cool Care application. Complete, sign, and return the Cool Care application to:

  2. Once approved, GWP forwards your application to Appliance Recycling Centers of America (ARCA), who will then verify your eligibility and schedule an appointment to replace your refrigerator. You can choose from a new 15 or 18 cubic foot Energy Star refrigerator.
  3. When ARCA arrives, they will verify that your old refrigerator is operable, install your new refrigerator, and remove the old one the same day and recycle it in an environmentally safe manner.

Eligibility Guidelines

  • Must be a low-income GWP customer or low-income GWP customer landlord for at least 12 months.
  • Refrigerator to be replaced must be:
    • At least 10 years old, in working condition.
    • In regular use by a low-income GWP customer
    • For primary food storage in the kitchen.
  • Low-income customers must agree to pay a $100 co-payment. Payment to be made in equal installments on the customer's electric bill over two years.
  • Landlords of low-income customers must agree to pay a $200 co-payment. Payment to be made in equal installments on the landlord's electric bill over two years.
  • Refrigerators include a one year warranty. Customers can purchase an extended 5-year warranty at the time of installation only. Extended warranty is an additional $89 co-pay, payable on the GWP bill over two years.
  • Low-income status of the customer/tenant using the refrigerator must be documented in one or more of the following ways:

What if My Landlord Owns the Refrigerator?

Landlords of low-income customers can also apply for the Cool Care Program. Landlords must co-sign the Cool Care application and agree to have the co-payment placed on the landlord's common area bill.
